Hi jinglishi0206,
Thanks for bringing this up.
Have you check if the Home app is updated on its latest version? Also, in comparison, can you check if this also the same with other phone or different iOS/Android version? Lastly, may we know what country are you in so we can check further what's causing this?
Let us know how it goes by responding to this thread.
Best,

Hi jinglishi0206,
Thanks for the info you've provided. Digital Wellbeing is only available in the US, UK, Australia, Canada, and Japan. As a workaround, you can try to change your device's language to English US, but to set your expectation, this may or may not work.
Let us know how it goes.

I too am having this issue. Same iOS, Home app is most recent version. All Home app settings are enabled via iPhone settings menu. I am located in the US.

Hi jcoates22,
Thanks for trying the steps. Have you tried using a different phone that is not yet updated to iOS 16? Or, if you have an Android device, let's check if the Digital Wellbeing is available.

No I don't have another phone that's not on iOS 16 and I don't have any android devices.

Hi jcoates22,
Thanks for responding.
Are you located to the supported countries posted above? If yes, you can try to uninstall/reinstall the Home app to see if this would make any changes.
Keep us posted.

Princess
