What Chromecast device do you own?
All Chromecast devices apart from the newest Chromecast with Google TV are streaming only devices that don't have download options.

Thanks for your help here, actually my Chromecast can surely download multiple apps compatible with my Google Tv but the issue was downloading Disney plus on the same device.

Hi there,
Thanks for getting back to us. Are you getting any messages when downloading the Disney+ app on your Chromecast with Google TV? Rebooting and Resetting your Chromecast might help. If the issue still persists and the issue is isolated with Disney+, please contact the app manufacturer directly for additional help.
