Chromecast unable to control power for both TV & AVR

So I have a Denon AVR and Samsung TV. Both are seen by the CC, both are configured and tested for these button features:

Power - both

Volume - AVR

Input - neither

When testing each of those buttons one by one they work.

HDMI-CEC is enabled in the main menu of CC.

Everything is working perfectly with one exception, the power button cannot turn on or off both the AVR and the monitor.

I can use the IR to turn on/off either one, and Anynet+ is enabled on the HDMI port the TV  uses.

I feel I am missing something very basic, please help.

I had the same issue with my Chromecast voice remotes (for Chromecast for Google TV (4k)), my old Denon AVR Receiver, and my LG OLED TV.  I gave up on controlling the LG TV & receiver power with the Chromecast remote.  I did setup the Chromecast with the LG TVs HDMI-CEC and that seems to power up the Chromecast when the TV powers up.  I do see some pixelization at power up intermittently that requires me to power-cycle the Chromecast to get proper operation.  In fact, my wife figured this out for herself and told me about it recently.

I'm sure that's not what you wanted to hear, but that was my result after repeated attempts.

In my bedroom, with only an old Visio TV and a Chromecast with Google TV (HD), the power control works fine.

I'm replacing my old Nvidia Shield Pro (2019?) with Chromecasts (white with GTV and voice remote), I've found them to be perfect in most situations, other than putting it into the back of a receiver.  They just go stupid then. I have the same issue when trying another receiver (Yamaha) and have the same situation.

I'm thinking (guessing or grasping more accurately) that the device is getting the power signal through the AVR, because the TV on/off works without using the IR setting. But that signal is being passed not seen by the AVR.

Getting the two to work at the same time is very frustrating.
