I fear this will be a long story.
Had a Chromecast (CC) with GTV 4K for almost a year. Lost the remote a few months back so using the app instead.
Recently (last week or two???), I have lost control of the CC other than On and Off. When I open the home app, the CC only toggles the tv, essentially, on and off. When I tap on the CC, that is all it does. It should connect to the CC, then display the Remote Control and other options. Nope.
I have power cycled the CC multiple times, mad sure my phone (app) is on exact same wifi network as CC, stopped and cleared cache on phone.
I have a second CC with google tv (HD) and I have no issues with the app; controls CC just fine.
However, when I want to stream something and cast to my TV, the CC works just fine; I have not issues with that.
Any suggestions?

What is the make and model of your mobile phone? Please reinstall the Google Home app and reboot your phone. After that, try pairing your virtual remote again using the Google Home app or the Google TV app. If you're using an Android phone, you may also pair it from your Android device. Thank you for your patience. I did a reset according to the directions in the link you provided. However, quickly realized I have no remote to do the set up. That made things difficult.
Anyway, managed to get reconnected and apps installed. Tried the google home app, and no change. Still toggle only.
I would share a screenshot with you but no clue how to add a picture to this platform.
However, while taking a screenshot on my phone, I accidentally pressed the icon for my CC and it opened the info screen, for my CC, and included the 'Open remote' option. I clicked that and paired my phone to my CC and was able to navigate. The odd thing is, when I open the google home app on my phone, the icon for my CC is still just a toggle switch, turns my TV off and on, without going to the info screen to present the remote option. I have to press and hold the icon for that.
Again, totally different operation for my other CC with google TV. How is it that two of the same product, Chromecast with Google TV, function differently within the same google home app?

I'm sorry for the late response. This is a new functionality in the Google Home app. When you tap the device card once, it will only turn off/on the TV. To go to the settings of your device and see the remote option, you need to long press the device card.
If this functionality is not present on your other Chromecast with Google TV, please provide its model (4K or HD), Android TV OS build and cast firmware version so we can further check on this.

I just went and checked. The app still operates the old way (not long press).

Kernel Version is dated Aug 19 2022
I tried the system update and it told me it's up to date

I just completed the above steps.
I have a Pixel 6 with the Dec update.
The home app still only toggles the Chromecast off and on, not other control. The Google TV app connected and controlled without pairing, so I must have done that before.
The odd thing is I have a second (newer) Chromecast with Google TV and the home app works fine with that. I get the remote option and it controls the newer CC without issue.
The fact that I can control my original CC is better than before but what changed?

The steps are pretty vague "go to Google play store under your name on this device and Uninstall the android TV remote service"
After searching my phone for this service, I tried the CC and managed to find that service after fumbling around for a while. I uninstalled it, re-paired my phone, and updated the service.
Went back to my google home app and it still will only toggle the tv on and off, no control.
This is all somewhat moot since I can use the google tv app on my phone. I am just very puzzled why the home app stopped working, only on this one CC.

I have been on holidays the past couple weeks.
I appreciate the help everyone has given me on this issue. However, I'm a bit frustrated that we went through all those steps, factory restore and everything, and what I was experiencing, as an issue, was by design. I mentioned multiple times that the button in the app only toggled the tv. I have been informed that was a change in firmware and you have to long press the icon to get to the remote control. It was working exactly as it should have, for the whole time, and nobody knew it.
Anyway, it's all done now and the google TV app remote feels way better anyway.
