Pairing chrome cast to phone remote wont work

Hi,

I have been using the Google Tv app for months now to use my Chrome Cast now it has stopped connecting to me phone and iPad. I have done everything the Internet says. I have now factory reset the caster but because the hand held remote is broken I can not set it up. 
and the App will not find it.

Broken in what sense? Did you try replacing the batteries?

You won't be able to setup Chromecast without a working voice remote.

so, I have to purchase a entire new Google Cromecast ?
