I have 5G and wpa2. i dont think wpa2 is supported and that's why I can't set up voice remote. When I press back + home I do not get a blinking light. I think wpa2 is preventing this. So can I proceed without voice remote?

The voice remote does not work over wifi so 5ghz or wpa2 make no difference to it.
It could be that the remote is broken or out of battery. Have you tried changing those?
The device can also be used with the remote app https://play.google.com/store/apps/details?id=com.google.android.videos&hl=en_US&gl=US but I think for that it probably needs to have wifi already configured.

I am setting up a new device - straight from the box. The diagram pictures the blinking light on the bottom of the remote. My remote does not have it there. Instead there is a place for it on the top side middle. Using the new batteries that came in the box. Could they be defected?

Try new batteries just in case, if that doesn't help then maybe you got a defective control.
When I press home plus back on my remote I don't see a light either but mine is already paired, not sure if that makes a difference.
