You could try moving the Mini to a different power outlet and see if you are able to do a full factory reset.
I have seen posts from support suggesting the following to users as well:
After plugging in the power cord back in the final time, wait a few moments for the device to reset. It will announce "Welcome to Google Home" to signify that it's ready for setup.
