Adding a user to Nest Doorbell

I installed a nest battery doorbell. 
I’m trying to add my wife as a user. 
she downloaded the google home app and we’re going through the setup on her phone. Brought the doorbell in, plugged in the USB, but the light stays white. I won’t turn blue so she can set up the device. 
Any help?
