At certain times my camera is being shut off who is doing it and how are they doing it

Sorry to hear about your experience with your Nest Camera as well as for the delay. Let's take a closer look into this. 

Do you have family members? Have you signed in to other devices?

I would recommend to sign in only on your trusted devices. Family members you add to your account gets full access to use and change the settings of the devices in the home.
