I'm not sure why you did a factory reset. Google Nest cameras and doorbells are installed in the Google Home app (or the Google Nest app), NOT on an individual phone. To access your Google Nest "home/structure" and its devices from a new phone, you simply log onto the Google Home app on that new phone using the same username and password for the same Google Account you were using on your old phone.

If you performed a factory reset successfully (https://support.google.com/googlenest/answer/9252162) and are now seeing a blue status light, you need to reinstall your camera in the Google Home app, either by scanning the QR code (printed on the sticker that came on the front of the camera) or by entering the 6-character alphanumeric setup code printed on the bottom of the camera. You have to be on the Wi-Fi network on which you want to install the camera, and be physically close to your camera (https://support.google.com/googlenest/answer/11003780).
