Hi there. somehow I failed to get my best account to magically migrate to a Google account. I have a separate Google account that I began migrating my devices to. So my 2 outdoor cameras and 2 smoke detectors are on my nest account and my Nest Aware is on my Gmail account.
I have lost access to my nest account. I tried to login and didn’t receive the 6 digit text message. I retried it a few times. No texts. So I tried to reset the password. Same thing, no texts. I resent the code nothing. I reset the password again, nothing. I resent the code again, nothing. Now I get “you have tried too many times” errors.
please help me get my cameras, subscriptions, and smoke detectors off my old dead nest account and into my gmail account.

I'm just another customer and can't tell exactly what happened in your case. But if you migrated your Nest Account to your Google Account, when you go back to the Google Nest app after the migration, you should select "Sign in with Google" and log in with your Google (gmail) account and password. Your old Nest Account credentials should no longer work if your migration was successful.

The email address I used on nest was already tied to my existing gmail account. When I did the migration it failed and said “this account already exists”. So I wasn’t allowed to use it and I don’t want to inject a 3rd email address into this mess. I need an admin at Google to sort this out on the back end for me.

I can't tell what really happened in your case. I don't know how you would get a "this account already exists" during the migration unless you selected the option to create a new Google account and then tried to specify your already-existing account, rather than choosing your existing Google account.
