Nest cam when home

I just set up my new Nest cam. We’ve set up so that the camera should turn off as soon as someone gets home. In the Google Home app everyone in the home still has the option to start the camera. Is there any way to remove the option to turn on the camera for some users or all the users in the home?

All members of a Google Nest household have the same access to Google Nest devices.
