Can't link kid's Google account to Chromecast

I had previously set up a kids profile with YouTube Kids on the Chromecast. My daughter doesn't want to use the profile or YouTube Kids as they are both geared towards toddlers. 

I saw that I needed to create a kid's Google account (Gmail, etc) so that my kids could use the "real" YouTube app while still having some control over what she watches.

On the Chromecast I add a kids profile. The device suggests the kids Google account. I sign in with the kid's Google account. I then sign in with my adult account. I validate it's me with 2FA. The Chromecast creates the profile and then spins at the "Finishing up" stage until the device enters power save mode, loosing all progress.

Had to factory reset the device
