Disability assistance

My disabled wheelchair bound sister is moving into a large group home with 13 other people each of whom have various disabilities.  We are looking for a system that can alert the staff if my sister or any other client needs assistance, sort of like an intercom that is voice activated.  Is there anything like that with Google Home?
