I cant find add device on home

Hi I cannot find add device on the home app I have tried reinstalling home and I could not find it

You start with clicking on the plus sign (+) in the upper right corner of the initial screen inn the Google Home app.  Then select "Set up device".

When you click the plus sign, you should get an "Add and manage" screen:
