Google Nest's cameras need good access to Wi-Fi. If you already have Google Nest cameras installed at your home, you could either add it to your Google Nest "home/structure", or you could add it to a new, separate Google Nest "home/structure" on your account (though that would require a separate Nest Aware subscription, if you need that).

A Google Nest "home/structure" is not a physical home; it's a construct or group in the Google Nest app and/or the Google Home app. If your physical home has Wi-Fi, and if that Wi-Fi is strong enough to provide a good quality signal inside your neighbor's physical home, then you could do one of the two things I suggested.
