Keyword triggers locked into personal routines preclude the use of those triggers for household routines.
Why?

Hi sjtryon,
We hear you — we can understand why you feel that way. Are you referring to the ready-made Personal Routines? If so, you can disable the ready-made Routine that has the same starter as your household routine.

Juni, thanks for jumping in to help two months after I posted!
Your answer doesn't work in my Google Home application.
When creating either a Household or a Personal routine, it is impossible to use a voice command starter that is already built into the Google pre-defined routines. It does not matter if those Google-created, pre-defined routines are active or inactive, and those pre-defined routines can't be deleted.
For example, I can not create household or personal routines that use the voice command starters:
Those are just some examples.
Those starters have been reserved for the Google pre-defined routines.
If there is a way around this, you have not pointed us toward that solution or answered it directly.
