15 min timer hot water

I'd really like to control my hot water on 15 minute intervals to allow me to maximise solar PV heating of my tank via the immersion heater.

Unfortunately Nest help say this is not possible and it will not be implemented. The heating can be controlled on 15 minute intervals, but why not hot water?

Nest say that it is to protect the boiler, but this doesn't really make sense.

I also want to save energy and boost my hot water only by 15 mins not 30 using nest. Google… Please add more timing options! So many people have asked for this online
