Other people expressing concern about not being able to turn on the HVAC fan constantly was locked out in January 2021 by "community support" person. Let's leave this open to have some dialogue without compromising the HVAC system.
It is more "eco" for me living in the north with a basement in the larger home to be able to circulate the air constantly. Not only does this prevent mildew in the basement but it means I don't have to turn on my HVAC for heat or cooling for several months. Whoever designed this "eco" friendly app where we do not have the option to keep the fan on constantly (even when away from home for days at a time, without the HVAC running) must not have a basement in the home to understand how ecologically sound it is.
The lowest the settings go is 50 degrees to 90 degrees F? Water will not freeze in my pipes in Canada much lower than that when I go away for a few weeks. In Texas, my uncle had city water coming into the house at 90 degrees F. Thinking people can figure out what temperature they know will work in their homes to save energy and do not need an arbitrary setting of 50 degrees F being the lowest temp allowed prior to the HVAC system kicking in. Ecobee is the same...so can't buy that either.
I am even able to dry my reused clean plastic bags over the gentle air flow at the vents. It helps ventilate and clean the air through my air filters.
It is the second time I have tried the Nest thermostat because I thought it was to be more user friendly and STILL give choices...yet I have to return again.
I am hoping that a moderator or community support person connected to Google will pass on this conundrum and find an app solution, instead of locking out the discussion as has happened previously.

We have a conventional programmable thermostat and run our fan continuously, even when heating and cooling are both off, for all the reasons you named (including living in the northern US). In addition, during the pandemic, we started using FPR 10 (MERV13) filters as an additional measure to reduce the spread of viruses.

My goal was to be consistent with nest products in the home since I've already invested so much money and as well I'm personally invested in Alphabet. Having the fan run indefinitely is important to me for my HVAC. I did more research to find the Ecobee premium thermostat will do what I want and gives me a greater range of temperature settings. I think it's important that the information about the Google third generation nest not allowing a fan to be left on indefinitely should be more widespread so that sales people can help make better decisions without the purchaser having to return the product. This wastes everybody's time. I think this thread should stay open for other people to have a way to discover the facts of limitations prior to their purchase of a third generation Google nest learning thermostat. It would be great if the engineers and corporation as a whole consider that the consumer has valuable insight and information for design of their products and seek it out. At least seek out the feedback. I was disappointed that the other thread had discontinued dialogue on the same thread previously. I'm hopeful that consumers ideas will be incorporated into Google products now and in the future. Listening to the consumer is a priority.

Thank you. As you probably know there is a $75 discount offered at least in Ontario Canada but the catch is that you have to make up your mind which product you're going to buy when you're requesting the rebate code. This does involve a lot of behind the scenes to reinstate eligibility for the grant once purchasing a thermostat, even though not installed. $75.00 is a help when purchasing but it's like you're working for it when incomplete information is encountered.
