Nest Learning Thermostat (4th Generation) - no bluetooth signal from device

I have a new Nest Learning Thermostat (4th Generation) that I am trying to link to my Google Home account.
It has failed to connect. I have taken the device to my test bench, connected it to 24 VAC, turned on my Bluetooth scanner, and do not see any signal coming from the device.

I had an online conversation with a technician at google who ended up telling me:

"We are currently experiencing an issue that is impacting several core functions within the Google Home and Nest applications. This disruption may affect various functionalities, including device control, automation routines, and data synchronization for some users. Our engineering teams are aware of the problem and are actively investigating the root cause with the highest priority.
We understand the importance of these services to your daily routines and apologize for any inconvenience this may cause. We are working diligently to identify and implement a resolution as quickly as possible. Further updates will be communicated promptly upon the release of a fix or significant progress in our investigation. Thank you for your patience and understanding."

I tried to return the device via the g.co/warrantyclaim site and click on the "File a claim" button, and get "Sorry, this page can't be found."

Come on Google, you can do better than this. My next step is to dispute the charge on my credit card unless I get a resolution to this issue.

I see you're having difficulty connecting your Nest Learning Thermostat (4th gen) to the Google Home app and that you've already been in touch with Google technical support. I sincerely apologize for any misleading messages you might have received., as well as for the error you're encountering on the warranty claim page. No worries, I'm here to help you!
At this moment, about the setup process, we aren't experiencing any setup inconveniences with this device; for that reason, the best way to add the device will be this video, How to install and set up Nest Learning Thermostat (4th gen).
