Looks like Nest Learning Thermostat cannot send alerts/notifications if the temperature is out of acceptable range, lets say between +16C and +26C, which would mean that something is wrong with heating or cooling system.
Safety temperatures is different. It will help ONLY if the Thermostat is Off and all systems are functioning.

I understand how important it is to you to receive notifications, specifically for critical alerts during uncertain events. The Nest Thermostat doesn't have this functionality, with which you can adjust the temperature other than the Safety Temperature for any critical events. With this, enabling the HVAC monitoring would help notify you if the Nest Thermostat detects an issue that should be fixed soon.

The question is still open, but it's more of a feature request. High/Low temperature alert would be a very easy but amazing option to add.

Low/High temperature alert seems like such an easy option to add that many users would appreciate.
HVAC monitoring does not adddress the initial question/request.
