Nest thermastat is not correctly powering the Orange wire

I'm getting exactly the same behavior described here.

All wires behave as they should, except orange (reversing valve) and, therefore, my cooling doesn't work.

As in the attached post I get 19V at the heat pump on orange if I disconnect it from the corresponding wire on the heat pump.

In addition, in test mode it lists the wires that should be powered in each mode and none of these screens mention the O wire event though I've set things up correctly as a heat pump.  Either those screens are incorrect, or they are correct, and the the thermostat is having issues,

Thanks for posting here in the Community forum, and I'm sorry to hear about the situation. Let me take a look at this for you. 

 

A few questions: what type of Nest thermostat do you have? When did cooling last work? Did you check the O/B wire configuration and try changing the O-wire to B-wire configuration or vice versa? Lastly, do you see a power error code on your thermostat?

 

Also, please help us with the power reading of your Nest thermostat. If you have the Nest Learning Thermostat or the Nest Thermostat E, go to Settings, look for Technical Info, then select Power. If you have the Nest Thermostat 2020, go to Settings, look for Equipment, and then select Power Info.

I reset my thermostat after we bought a new house and managed to blow a fuse on the heat pump. I then studied and traced all the wires and have the exact same problem that was posted in the channel, i.e. 17v on orange instead of 24. I bought a new used thermostat and it worked just like it was supposed to.
