Not cooling to set temp/switching hvac on and off

New Gen 4 learning thermostat. Been installed for a month. In cooling mode, set to 74 degrees, house consistently is at 78 degrees. HVAC unit runs for about one minute and shuts down. About 90 seconds later it turns on for another minute, and constantly repeats this. Overall HVAC was inspected and cleaned, given good bill of health about a month before the Nest Gen 4 was installed. Any ideas?

How is the new thermostat wired?

Can you post a picture of the baseplate showing the wiring?

Having difficulty with image.

Wiring description:

Yellow into Y1

Green into G

Blue into OB

White into W1

Red into Rh

Black not connected (originally put into W2 but system said it was redundant.

I have since unistalled the Nest and reinstalled old thermostat.  HVAC now working fine.
