Please help me set up my Nest with dual fuel heat pump, only aux / alt heat working

I tried to get this working in a new apt and could only get aux heating working. Let it run for 20 minutes and the heat pump heat never starts. Heat pump heat seems to work on previous thermostat setup. We’ve been using aux gas heat all winter and realized it has cost us hundreds. Price for learning a lesson I suppose. There are no nest professionals in my area according to their site…

  1. I would like to get it working with the heat pump for efficiency. Air coming out feels cold when it's set to test heat, even after 20 min
  2. Dunno what the diff is between w and w2 and which I should connect the white wire to. Old thermostat only had one white wire
  3. Also it seems like the fan just runs nonstop if the black wire is connected to C even if both upstairs and downstairs thermostats are totally OFF. Only stops if I remove the nest from the wall. Dunno if the black should be connected to C? Maybe it's for emergency heating? I’ve seen different diagrams online.
  4. Also can I get my upstairs working with the heat pump too? I assume it's currently only using aux because the blue wire isn’t even connected…
  5. Old setup has R and Rc bridged with a clip for both upstairs and downstairs. Do I need to do something to mirror that setup with the nest, or does it take care of that automatically?

Is the furnace/air handler inside your apt?

Do you have one or two systems?

If you have one, then you have a zone controller. Post a picture of its wiring.

I am not sure... I believe it is all outside? It is dual fuel, with an electric heat pump and gas auxiliary heating. I am not sure where I would look for the zone controller... I see the HVAC transformer and a big vent with the air filter built into the wall. I see a honeywell thermostat upstairs (the wiring posted in the imgur link) and the nest thermostat downstairs (previously honeywell). Maybe it's worth assuming that we have two systems?
