Has anyone used a TPLink eap610-outdoor AP as a range extender for Google Mesh? Is this even possible or anyone have any guidance?

Should be possible. Connect it with ethernet cable behind the primary/main Nest Wifi unit, to its' LAN port. Do you want more LAN ports, add an unmanaged switch:
You'll of course have to control/manage the TP-Link access point outside of the Google Home app.

Thanks! Will that broadcast the same SID and effectively just make my mesh network larger so I have seamless movement OR will that just act as another wireless network?

You'll have to configure the TP-Link access point seperatly. You could give it the same network name (SSID) and password, the clients can jump between by themselves.
You could consider to buy a Google Wifi 1st gen or one more Nest Wifi router, both with ethernet ports. And use them wired to your existing main/primary Nest Wifi yo extend your network. This is known as "wired backhaul":
