Google Wi-Fi keeps cycling through factory reset

Hi everyone -

I have 4 wired google wifi points and trying to add a 5th.  Nothing is working to add the 5th to my google home app.  I’ve tried doing a factory reset but it keeps cycling between solid blue light, then pulsing blue light.   Any suggestions?

What exact unit are we talking here? Specs on the various ones:
