I was told you are able to add your Google Nest Outdoor wired cameras and Google Doorbell (2nd Generation) wired to the Google Nest App. When I attempt to, it states add to Google Home first. All of my devices have been linked to the Home App. What is the next step, everything I do doesnt work.

You’re running into a common confusion because Google has split device support between the Nest app and the Google Home app. The Nest Outdoor Wired Camera is set up in the Nest app first, then it syncs into Google Home. But the Nest Doorbell (2nd Gen, wired) is newer hardware and can only be set up and managed in the Google Home app—it will never appear in the Nest app.
Since you already added everything into the Home app, you don’t need to re-add the doorbell to Nest. For the outdoor camera, try setting it up directly in the Nest app using the QR code, then check if it shows in Home after. If it still won’t sync, double-check you’re on the same Wi-Fi, restart both apps, and make sure you’re signed into the same Google account.
In short: Nest app for the older wired camera, Home app only for the new wired doorbell.

I tried adding my Google Next outdoor cameras to the Nest App, I keep getting the message you must add them to the Google Home app first, but no further instructions. I already have the Hub Max, two minis, two outdoor Google Nest Cams, and Google Doorbell (2nd gen, wired) linked into my G. Home app. So what is the next set step to see the cameras in the Nest App?

Just a little further clarification. The 1st gen Google Nest Outdoor Camera (which is hard-wired) gets added only to the Nest app. The 2nd gen Google Nest Indoor/Outdoor Battery Camera (we have one) gets added only to the Google Home app, even if it is plugged in with the optional power cable.

Didn't I say I had 2nd gen? How do I add them to Google Next app. Only my Hub Max is on the Nest App and everything is on the Google Home App.

Is there a purpose for the Nest App anymore? Or are there different functions on the Nest App the Google Home App does not have?

As @zubairio pointed out, you cannot add the 2nd gen Google Nest cameras and doorbells to the Google Nest app. They work only in the Google Home app.
We've had to use both apps ever since we bought a battery camera like yours 4 years ago.
While you cannot see your 2nd gen cameras and doorbells in the Google Nest app, you can "transfer" your 1st gen cameras and doorbells from the Google Nest app to the "Public Preview" version of the Google Home app (see https://www.googlenestcommunity.com/t5/Blog/Camera-Performance-Improvements-in-the-Google-Home-app/b... and https://support.google.com/googlenest/answer/12494697). This version has been in "Public Preview" status since November 2022.
We have NOT transferred any of our 1st gen cameras and doorbells because even the "Public Preview" version of the Google Home app still lacks many Nest app functions (https://support.google.com/googlenest/answer/13038234#zippy=%2Cnest-app-only-features).
