Cannot reconnect plasma screen to Chromecast after wifi update

We updated our internet system to a mesh. We have a chromecaster for our upstairs smart tv and a chromecaster for our downstairs plasma screen (not a smart tv). Both were connected before our internet upgrade.

The upstairs tv connected to the new network with no problem. I have tried repeatedly to connect to the downstairs chromecaster. I deleted the plasma screen from Home and tried to re-add it, but I keep getting the message that it was set up by a previous user and needs to be reset. We have reset the chromecaster multiple times with no success.

What are we missing? Thanks so much.

That's telling me that it did not actually factory reset, if it's still thinking it's connected to another user.   When I say set it up from scratch, I mean after your factory reset it by  holding the button on the Chromecast while it's plugged in and powered on until the LED light turns solid white, then releasing the button, it should act like it's brand new, and make you run through the set up process.  You can see this help article here

You need to factory reset the chromecast by pressing the button on the device and holding it for about 30 seconds or so, then set it up from scratch as a new device.   Doing it in Google home will not correct the issue.

We did reset the chromecast by pressing the button and holding. We then tried setting it and the display up as a new device and got the error message. From your statement that doing it in Google home won't work makes me think  I do not understand "setting it up from scratch as a new device."

Thanks so much. I successfully reset the Chromecaster and it sees the downstairs plasma screen now and I added it to Favorites.

The upstairs TV disappeared and I had to add it again. It shows up in Devices and when casting, but I could not add it to Favorites and it does not show up in Settings. Odd.
