Google Home will not enter setup mode after factory reset.

Good afternoon, I am trying to get my Google Home setup after a factory reset. The device powers on, all lights go through the normal cycle and chime plays. It says “Download the Google home app to begin setup. " Afterwards all lights turn off and nothing is discoverable in the Google home app. After reading the Help section concerning this I came across this section:

1. The speaker or display is plugged in and powered on.
   • You can tell that Google Home, Google Nest Mini (2nd gen), Google Home Mini (1st gen), Google Home Max, or Google Nest Audio is powered on and in setup mode when the white LED lights are blinking.

However in my case, the 4 leds are not blinking. It's been about an hour and they have not started blinking. Any advice?

Sorry for the late response. I know how challenging it is to not have a working device when needed. I'd love to dig deeper into this. A few questions: How long has the device been in use? Was the device in use before the issue occurred? If yes, what was the device used for? (For instance: broadcast media, play music, etc.)

Please try these steps below:

1. On the side of the device, unplug the power cord > wait 10 seconds > plug the power cord back in > wait for the 4 LED lights to light up.
2. Repeat the first step, 10 more times.
3. On the last attempt, wait for the device to announce "Welcome to Google Home".
4. Set up the device in the Google Home app.
