Successfully Stereo paired two Google Nest Audio. Starting to use Spotify for example, music is playing. Asking to turn up volume, the physical sound stops but the app says Spotify is playing. Similar experiences with Apple Music, BBCRadio.
It turned out to be the Accessibility "Play end sound", after I turned that off, the issue stopped. "Play start sound" is turned on.
"Lower Volume when Listening" is turned on.
Just wanted to share in case others have the same issue.
