Google Nest Mini Speaker Gen 2 power supply cord fix

Hello,

 

I’m trying to fix my Google Mini Speakers power cord after a puppy attack on it. I was wondering if anyone knows if the outer layer of what appears to be very fine, wires on the outer layer of the main cord would require soldering or is it just a buffer or insulation or something and just needs to be touching and perhaps taped?
