Google Nest Mini fails to connect during Google Home setup

I bought a 3rd google nest mini. My home and 2 minis work fine. Trying to connect the 3rd and it fails during the google home setup. 

Your Nest Mini was set up successfully  but can't be found.  I checked AP and its off. UPNP (something close to those letters) is enabled. Everything I have read online seems correct. 

Any other advice...  frustrated.

Thanks for reaching out and for being a step ahead of us. Are you using Android or iOS? Is mobile data disabled? Is the Google Home app updated?
