Why would my google home speaker keep telling me "Your Google home isn't set up yet, to get started download of Google Home app in a phone or tablet"? I can see it in the home app, but every time I say "Hey Google", I get the response "Your Google Home isn't set up..."
Every other Google devise in the house is working just fine.

I have the same problem. Haven't been able to fix it though. It's a real pain as I keep going in circles.

I figured out the issue yesterday just by chance. Try this...
I don't know why it was paused. My guess is it has something to do with adding it as a new device after resetting it. Which seems to be the steps that a lot of people with the same issue took. Let me know if this solves your issue, I'm curious to see if it works for others.

@Jagger, have you been able to try the steps above? How was it? If you have a Nest Wi-Fi router, please try the steps. If you don’t have access to your router/modem settings, it would help a lot if you could do a sequential reboot first:
