I just set up my Nest Audio speakers (brand-new) and connected to my home wifi network. I have an existing Nest Hub (2nd Gen). From my phone, I'm able to cast to both of them, or my Chromecast. So I know that the networking is fine, and they're all connected.
However, on my Nest Hub, if I navigate to Home controls > Speakers & TV, I can only see 2 devices there: my Chromecast and the Nest Hub itself. I don't see the Nest Audio speakers there. If I go to Home controls > Rooms, I can see the Nest Audio speakers in its room. It just doesn't get recognized as a speaker under Speakers & TV.
When I am casting from Spotify on my phone to the Chromecast, I am able to see the music playing on my Nest Hub display, and control the music (play/pause/next). But when I'm casting to my Nest Audio speakers, I can't control it from my Nest Hub.
I contacted Google Nest support through the live chat and it was not helpful. I've factory reset both devices and re-paired with them.

I fixed it by removing both devices from my home, factory resetting both, and pairing the Nest Audio first before the Nest Hub. I feel that this is a bug - the order of pairing shouldn't matter, yet it does.
