Nest audio turns on with 2 dots proceeds to 4 dots. Cannot connect to app or respond to hey google

I tried factory resetting the device but it does not respond to the command. When i plug the nest audio in, 2 white dots come up and then it changes to four dots that keep going from left to right and vice versa. The dots then disappear and come back after 2 minutes, then disappear and come back again. It keeps doing this and does not respond to any google home or hey google command.
