Why do all of my Home/Nest devices give me an error the first time I give the "OK, Google" command?

I have multiple Google Home/Nest devices set up on a Google Nest Wifi network with one Nest Wifi router and 2 Nest Wifi speaker points.  Whenever I give the "Hey Google" command, one or multiple devices respond with a message of:  "Hmm, Something went wrong.  Please try again."  As soon as I give the command a 2nd time, everything works (for the most part).  

 
I factory reset ALL of my devices, and I even bought the newest Google Nest Wifi, and replaced my old Google Wifi.  Still getting the error message.
