It is probably an issue with your iPhone.
Google does not officially support using hotspots. And, it used to be very normal that the phone MAKING the hotspot wasn't able to also cast (because most phones can't make a network and act like they are logged into that network at the same time).

We hear you — you can try to look for mobile devices that will allow you to use Wi-Fi and mobile hotspot simultaneously so you can cast from the same phone.

Ok. That's a shame... Guess android phones are more capable of this than the iphone
