5 years of being hacked thru my Google@links to members account

My every device has been hacked for the last 5 years! I need help to identify the person's doing this and make it stop. The change my passwords, my extensions, etc. They use my data up! They have tried to buy new phones and tablets with my accounts. They block me from seeing what they do and from being able to use apps and are in the developer settings. I have changed phones carriers, sim cards, Google accounts, phone numbers, etc. Nothing works for long
