Cannot shared devices “linked to me”

Google home account app updated.  Other user then migrated as “limited access”.  Cannot find a way to change to full.  This user cannot see “linked to me devices”.   App was much easier to use before this.  Also cannot find broadcast

Other family member went to add devices - found them not under physical device name but under our name
