Google Assistant on phone responds in duplicate and minutes later

This is happening very frequently, maybe not everytime, but a lot of the time...
I'll ask Google something, my Hub will answer, then minutes later my phone will respond to the same request. This can be anything, playing music, telling the time, weather etc.  
Example: I ask my Google Nest Hub to set a timer for a period of time (ie. 1 hour) which it does, but sometime later (ie approx 2 minutes and 30 secsonds later) the Google Assistant on my phone (which might be on the counter next to the Hub or in the lounge room) will also responded to the same request and set another timer for 1 hour. I can tell how much later it responds because the first timer has started counting down.

The Google Assistant on my phone keeps responding :
a. A lot longer after I've asked Google Assistant for help than is acceptable.
b. Redundantly to another Google device having already answering.

Thanks. I have posted on that forum (https://support.google.com/assistant/thread/162056901?hl=en) and their response so far has been less than stellar.

I would think it is also something that Nest needs to be aware of as the Google Assistant on the Nest should communicte with the Google Assistant on my phone that it has already responded and my phone doesn't need to respond.
