I can't add to my Recipe Collection

First google took recipes away from my Google display.  I found my recipes in the Cookbook under Saves, but I cannot add any new recipes to the collection.  When I save, it just goes into favorites.  I tried moving it to Recipes, but the Cookbook collection is greyed out.  This is on my Android phone as well as website on my PC.
