You can use add a custom action to the routine with a command like "Play sleep sounds for one hour".

dangerousforest, Ambient sleep sounds previously turned off after one hour when part of a bedtime routine, but a couple of months ago, Google made the decision to remove the end time based on user feedback. This behavior is intended, and we're currently investigating ways to build a comparable solution. You can do the suggested steps by our Product Experts above or create a sleep timer.
