Adding family members to Home to allow them to view Nest Cameras

We have a few external Nest Cameras around our rental property. When I view the cameras through Nest or Google Home, they work fine. I have added one of our tenants to our "household" in Home, they have accepted the invitation and now appear as a "Manager" in that house, but the two cameras both claim to be "offline" to the new tenant even though I can see the images just fine so I know the cameras are working.

If anyone is interested ... the issue was that the tenant had not accepted the terms of the Nest Camera agreement .. after that, everything worked fine.
