I renewed my subscription and now the camera does not record all events

Since you listed the Google Home app but the Google Nest Outdoor Camera is installed in the Google Nest app, do you have the Google Nest Battery Camera? Is it plugged in or running on battery power? Do you have a "Nest Aware" or a "Nest Aware Plus" subscription? Are you saying that this problem started after you renewed your subscription?
We have had a battery camera since Sept. 2021, plugged in with the optional power cable. It records 24/7 because we have a "Nest Aware Plus" subscription. It does well at detecting events during the day, but not so well at night. But if we unplug it--so that it is running on battery power--it does not detect us walking in front of the camera.

My camera is a plug in, no batteries needed. The new subscription appears to only record when there is movement only. The problem is that, it doesn’t always record every movement

If you have a wired camera with no batteries, then it seems you have the older, 1st gen Google Nest Outdoor Camera that is installed in the Google Nest app. And is your subscription a "Nest Aware" subscription, which records events for the most recent 30 days? If so, it records people, sound, and motion events, though you can filter out which ones you want to see, and control which ones you want to receive notifications for. There is no such thing as a Nest Aware subscription that records movement only.

The old subscription would record 24/7. I was able to scroll through the footage and not miss anything. That’s what I would like to have back. Is that possible?

In addition to the original 1st gen Nest Aware subscriptions, which are priced per camera, there are two 2nd gen Nest Aware subscription plans, available since 2019: "Nest Aware" (30-day event video history) and "Nest Aware Plus" (10-day 24/7 video history and 60-day event video history).
Perhaps you renewed with a "Nest Aware" plan and had "Nest Aware Plus" previously.
