I've successfully transferred my Nest Cam Outdoor gen 1 to Google Home, and can access it at home.google.com and home.nest.com in Google Chrome on macOS, both on the same Google account.
I deleted the Nest app in iOS to clear all its information, and when I re-installed it, it now tells me that the camera is on another account and I can't get any further in the install. It works fine on iOS Google Home app.

That's how it works. Once you transfer your 1st gen camera or doorbell from the Google Nest app to the beta "Public Preview" version of the Google Home app, you can no longer access it in the Google Nest app. However, there is an option to transfer it back to the Google Nest app. See this blog post:
We haven't transferred ours because there are still so many Nest app features that are lacking in the Google Home app. (https://support.google.com/googlenest/answer/13038234#zippy=%2Cnest-app-only-features)
