How to turn off recording completely

I have a Nest Doorbell camera, a recent model, that I use just as a doorbell. The camera is turned off and we can't see anything on the screen on the app. My neighbor is complaining--he says it is still recording him--specifically he says Google is still recording him. We have no activity with the camera on the app.

Is this the case? Thanks.

If you set Settings | Video | Video history to "No video history", you get what Google Nest says: "Your camera won't record or save any events, and it won't send any notifications. You'll only be able to see the camera's live view".

We sometimes do this with one of our cameras, and we don't get any history.
