Motion events without a nest subscription not capturing video

I have an outdoor camera but I don't have a nest-aware subscription.  I am getting the motion/sound notifications but they are still images.... not 10 second (or whatever they are supposed to be) video clips.  It's been a while since I have used the camera but it seems like the notifications used to be short video clips as opposed to just still images.

Is there a way to get video clips instead of stills?  If not, has this always been the case.  My memory has proven to be less than 100% reliable at least one other time in my life 🙂

Without a Nest Aware or Nest Aware Plus subscription, you get photo snapshots of activity/events that occurred within the most recent 3 hours on 1st gen Google Nest cameras and doorbells (those installed in the Google Nest app), and video event clips of activity/events that occurred within the most recent 3 hours on 2nd gen Google Nest cameras and doorbells (those installed in the Google Home app).
