Trying to push a reset pin consistently using a paperclip is not fun.
You SHOULD get a blinking yellow light four times at 10 seconds, and a solid yellow light at 12 seconds, along with a confirmation tone:

Was your camera plugged in while you tried the reset? That's a challenge too with the floodlight fixture.

i've tried multiple times pushing the reset pin on the back of the camera while it was plugged in.
The light goes away for a few seconds...then comes up white....then just stays white even after holding it down for over 30 seconds

Then I don't know why your floodlight camera won't factory reset. Perhaps it's related to whatever prompted you to remove your floodlight camera from the Google Home app in the first place.
You could try contacting Support:
1. Go to https://support.google.com/googlenest/gethelp.
2. Select a category/product family, and type in a brief description of the issue, then click "Next".
3. Click "Other", then click "Next step".
4. Under "Resources", just click "Next step". (Clicking one of the listed links will bring up a Help page page.)
5. Under "Contact options", choose to get a phone call or chat with the team, depending on availability in your country.
