Nest doorbell camera gen 2 wired power problems

Been trying to install a google nest generator 2 wired doorbell camera into an older home. I have already upgraded transformer to 16v 30VA, purchased new mechanical chime, wired in nest chime to mechanical chime and have yet to see a blue light on the doorbell camera. I’ve tried factory reset. I’m getting 17.7v at the doorbell. Not sure how much more money I want to throw at this. Any advice would be appreciated!
