Nest doorbell/camera

I am having issues with my nest doorbell.  It is an older model connected to the home electrical system.  The transformer is putting out 18.5 volts.  The blue light on the button which used to be on all the time, now fades in and out. Out most of the time.  There is also a little green light that comes on and goes off.   The inside chime is intermittent, it may ring once when button is pushed, but will not ring again without waiting awhile.  I also noticed the videos the camera takes upon motion or sound seem to fade in and out.  What is my problem?
